According to reports from the Daily Mail and other outlets, the White House has already been in talks with the U.S. Army to build the wall on the U.S. Mexico border.

President Trump may or may not declare a national security crisis in a planned address tonight at 7pm Arizona time.

A White House official reportedly said, “If the President declares a national emergency, the Army Corps of Engineers will kick into high gear.”

A letter from the White House budget office to Congress said the administration's request for border funding would provide for about 234 miles of new physical barrier and fully fund the top priorities in a CBP improvement plan.

The Daily Mail reports Trump said that he preferred to get the funds from Congress, but would consider the military or Department of Homeland Security if negotiations with Democrats fail.
